Louisville Metro KY - APCD Industrial Construction Permits

Louisville Metro Air Pollution Control District (APCD) industrial construction permits are applications for a permit to build/install, modify, or replace equipment that emits or controls the emission of air pollutants.Permits ensure that emissions meet the needs of Louisville/Jefferson County to achieve and maintain federal air quality standards. Any piece of equipment or project that emits or controls air pollutants requires a permit prior to installation and operation unless it is specifically exempted from the APCD’s permit requirements. Companies apply for and receive a permit before purchasing new equipment to know exactly what the permit conditions and other requirements will be before construction, installation, and operation begin. Industrial construction permits are issued after a project demonstrates that compliance is achievable.Industrial construction permits include multiple types of emission based permits: Title V Permit, Federally Enforceable District-Origin Operating Permit (FEDOOP), and Minor Source permit, plus registrations (Registered Sources). FEDOOP permits are further divided into STAR-applicable and STAR-exempt. A source may also be identified as exempt from APCD permitting. Minor Source permits and Registered sources do not have construction permits.Title VTitle V refers to a section of the Clean Air Act (CAA) that addresses the largest sources of air pollution. Title V permits combine all the applicable federal, state, and local air requirements at a Title V facility into one permit.The Title V permit application process is detailed and complex and may require professional assistance. An opportunity for public comment and an opportunity for a public hearing are required. There is also a requirement that EPA and affected states are provided an opportunity to review proposed permits. EPA has the authority to object to permit issuance.Title V construction permits are issued for a period of 1 year. A complete Title V operating permit application must be submitted to the APCD prior to the end of the construction permit term. For an existing facility, this is a revision application to incorporate the changes from the construction permit into the operating permit.FEDOOPFEDOOPs, as described in APCD Regulation 2.17, are issued to major sources willing to accept federally enforceable emissions limitations below those that require a Title V permit. FEDOOPs are what the US EPA refers to as synthetic minor permits. FEDOOP sources that emit more than certain amounts of specific toxic air pollutants are subject to APCD’s Strategic Toxic Air Reductions (STAR) Program.FEDOOP construction permits are issued for a period of 1 year. A complete FEDOOP (operating permit) application must be submitted to the APCD between prior to the end of the construction permit term. For an existing facility, this is a revision application to incorporate the changes from the construction permit into the operating permit.Data Dictionary:Here is information about each column. The column name is in bold, followed by a description of the column, then the column data type in italics, then the ___domain or range of values.Permit Number: This is the permit number within the data system. For APCD industrial construction permits, it is "C-" followed by a number formatted as four digits = plant ID, followed by another hyphen, then a sequential number formatted as 4 digits. Text, 11 characters: "C-0001-0001" through "C-9999-9999"Effective Date: The date the permit became effective. Date: Dates between 1952-01-01 (1/1/1952) and a month in future. May be blank if the permit has not yet been issued.Expiration Date: The date the permit expires/expired. Date: Dates between 1953-01-01 (1/1/1953) and up to 13 months in the future. May be blank if the permit has not yet been issued.Permit Type: The general type of permit: APCD industrial construction permit. Text, 24 characters: "APCD Construction Permit"Applicant: The name of the responsible party for the permit. This is normally the company that operates the plant. Text, up to 50 characters: Names of organizations. Should not be blankStreet Address: The street address of the facility site (plant). Text, up to 75 characters: Official valid addresses in Louisville/Jefferson County, KentuckyCity: The city of the street address. Text, up to 30 characters: "LOUISVILLE" or a smaller city in Jefferson County, KentuckyState: The state of the street address: always Kentucky. Text, 2 characters: "KY"ZIP Code: The 5-digit ZIP code of the street address, plus "-0000". Text, 10 characters: Valid 5-digit ZIP codes in Louisville/Jefferson County, Kentucky with "-0000" appendedPermit Subtype: A description of the plant class. Text, up to 30 characters: "Title V Permit", "FEDOOP Permit" (STAR-applicable), "STAR-Exempt FEDOOP Permit"Permit Description: A brief description of the equipment or modification covered by the permit. Text, no limit: Should not be blank.Permit Type Code: The data system code for the permit type. Text, 6 characters: "APCDOP"Subtype Code: The data system code for the permit subtype. Text, up to 10 characters: "TITLE V" = Title V Permit, "FEDOOP" = STAR-Applicable FEDOOP Permit, "FEDOOPSE" = STAR-Exempt FEDOOP PermitID: Arbitrary identifier assigned by the open data portal. Long Integer: Positive integersContact:Andy Purdonandy.purdon@louisvilleky.gov

Summary The Air Pollution Control District protects air quality in Louisville Metro to ensure healthy air for breathing, economic security, and prosperity for our citizens and future generations. The APCD implements the Federal Clean Air Act in Louisville and works in partnership with the U. S. Environmental Protection Agency, the Kentucky Division for Air Quality, and the Indiana Department of Environmental Management. Furthermore, the APCD has worked to make Louisvilles air cleaner for more than half a century. The APCD is part of Louisville Forward.
