how do I assign the extra 64Gb to make it available. The goal is to assign this extra disk space to /opt

Correct, this work well on standalone VM
My case is slight similar however the difference is, with above link i am able expand default os partition for the vm reside in vm scale set.
To preserve this I am creating the Genralize image and marking it latest so while i am scale new image will come with pre-added addtional disk space.
However this is not work for me. image created and set to latest but while new machine come it wont have all disk space which i had set in last vm

if you increase the disk size of an Azure VM you have to expand the partition inside the OS.
Windows: Using Disk Manager
Linux: Expand a disk partition and filesystem
