I don't know what troubleshooting you've done. Here are a few steps you can try to troubleshoot and potentially resolve the problem:
Check for Ghost Network Adapters: Sometimes, ghost network adapters can cause issues. You can remove them by opening Device Manager, selecting "View" > "Show hidden devices," and then uninstalling any ghost network adapters under "Network adapters".
Check Scheduled Tasks: Verify if there are any scheduled tasks that might be triggering the service to start and stop. You can do this by opening Task Scheduler and reviewing the tasks.
Check for Dependencies: Ensure that all services that the Network Setup Service depends on are running properly. You can find this information in the service properties under the "Dependencies" tab.
