Continuous backup in Cosmos DB serverless

Hi,

I understand that Cosmos DB in serverless mode operates in a single-region deployment model, and continuous backup is enabled by default.

In case of a regional outage, I’d like to clarify whether the “Restore to a new account” option is still accessible via the Azure portal (even if the region is unavailable), or if this feature is only intended for scenarios where the primary region is still operational, such as accidental deletion or data corruption.

Would appreciate any clarification on how this behaves during regional failures.User's image
