Hi @Larry Williamson
Thank you for posting your question in the Microsoft Q&A forum
As I understand it, you're looking for a way to create a self-signed digital certificate on your Windows machine. As a Microsoft 365 moderator, I don't have the developer-level permissions or resources to perform a deep investigation into this issue. However, I have gathered the following official documents that will guide you through creating a digital certificate. Please refer to these resources:
Obtain a digital certificate and create a digital signature - Microsoft Support
New-SelfSignedCertificate (pki) | Microsoft Learn
How to View Your New Certificate: Open Control Panel > Search Internet Options > Content tab > Certificates > Personal tab
If your certificate is not visible, you may need to open Window + R > run mmc.exe > File > Add/Remove Snap-in > Add Certificates to selected snap-ins > Finish. When prompted, be sure to select Computer account for the Local computer. You can then navigate to the Console Root > Certificates (Local Computer) folder to find it.
Please specify again your request if I understand this wrong and I will provide you the assistance later.
