whether I could reinstall VS in another laptop

Based on the resources and official documentation I was able to research, you should be able to reinstall Visual Studio on another device, as long as you're the only one using it. Here's how you can try reinstalling: 

1. Visit the Visual Studio Downloads page. 
2. Sign in using the same Microsoft account you used previously. 
3. Download and install the edition you originally used. 
4. After installation, sign in again with your Microsoft account to activate your license.
