Virtual RDS Session host restarts when someone tries to log in

Recently upgraded a virtual rds session host server using in place upgrade from 2016 to 2022. Anytime anyone logs on, via ___domain or local account, rdp or thru hyper v, the vm resets itself. If I start in safe mode with networking login works fine. Error logs around shutdown just say unexpected, loss of power etc. have not found anything consistent in logs that would explain this. I thought it was the wddm driver, disabled it for use during rdp, seemed to have fixed for a couple days but now its doing it again. Has not been updated, AV is in maintenance mode.
