Azure Database for MySQL not pingable from local machine

I have set up a MySQL database server in Azure. Azure reports everything as working, but I cannot connect to the server. Networking is set properly (the same as my other MySQL server which does work) and I have whitelisted my IP. In fact, I added an 'Allow All' rule just to be sure.

I cannot connect from MySQL Workbench, nor can I ping the server name or IP. I have been combing through this setup for almost 12 hours and I cannot figure out what I did wrong. Any help or ideas would be appreciated.

    The company has decided to move on from this issue with a work-around for now. We may come back to this problem later if time permits.

    The fact that this problem has taken up so much time kinda speaks for itself.

    This issue can be closed.
