Server 2022 Unable to Create a Print Job Error 0x00000bbb

Absolutely cannot print on Server 2022. Affects any and all printers.
Ran Windows updates to their fullest
Affects all users, ___domain or local
Disabled antivirus
Stopped print spooler, cleared PRINTERS folder, started print spooler
Every printer says Not Connected, even just trying to use Microsoft Print to PDF gets the above error after I point it to the documents folder to print a test page
Tried adding a brand new printer, same error as above
Ran DISM.exe /Online /Cleanup-image /Restorehealth and SFC /scannow, no errors found
Rebooted multiple times during above process.
The root cause seems to be the print spooler just isn't functioning, but I don't see anywhere if there's a way to specifically reinstall the Print Spooler itself.
Any ideas?

Ben Gaudet 0 Reputation points2025-06-13T18:57:49.9666667+00:00 We have the same issue but its only for file printers, and its only on single RDS servers. Tried manually blowing away the System32/spool/ directory (this is inadvisable and can make things much worse) and having SFC re-build it with no luck as well. Tried re-installing Print to PDF feature to no avail. We rolled back the affected servers which would temporarily resolve it, but the issue would come back at times where no patches were installed or applied.
