Unable to utilize developer tier Bastion host for my Windows VM (both in the same region)

My goal is to use "Developer" tier bastion host which is in North Central US region. Initially, my resources were in US East region.

I have moved all my resources from US East to North Central region (still in Delete Source" pending state, afraid to delete atm), so I can use the developer tiered Bastion host.

Currently, I have the following resources in North Central US:

VM

Disk

Bastion (developer tier) - pre-existing

Network Interface

NSG

Public IP

Virtual Network

When I goto my VM in NorthCentral US, it doesn't show the developer tier bastion and gives me the option to create a new bastion host with no develop option (even when i choose "configure manually".

I noticed the VM and Bastion host were on a different virtual network. So I just went ahead and deleted the developer tier bastion host and now I can't even create a bastion host in developer tier? ¯_(ツ)_/¯

    Workaround: We recommend using the Basic or Standard SKU of Azure Bastion to ensure continued secure access to your resources.

    Alternatively, you might want to consider limiting inbound connections to individual IP addresses only via NSG

    Bastion Developer is currently unavailable. We're working to restore service. As a workaround, you can use the Basic SKU or the Standard SKU to connect to your VMs. We'll update this article when Bastion Developer is available again.

    This is a non-profit organization and I prefer not to get charged for even Basic Bastion host (we have only one windows host), especially when I am not even using it. It would be nice for Microsoft to charge it only for the time we are using it. It seems like once you deploy it, the clock starts and never stops until you delete the bastian host.
