No, this has nothing to do with licenses. Can you provide the URL that you used to actually place the order for us to investigate further?

we were able to download data without issue (see attached). Try opening a tab, go to https://nrt3.modaps.eosdis.nasa.gov/archive/FIRMS/ and login under "My Account", top right of the page, and then try downloading from Earthdata download.

We were able to download your order without issue, using the wget command provided on the order page with a valide EDL token (see below). Check and make sure you copy/paste your token correctly, your token is valid, and you have space available on the drive you are downloading data. % wget -e robots...
