I have found remarkable deviation between ISCCP-FH-MPF and CERES monthly data of downward shortwave flux. It's seems like ISCCP-FH-MPF is twice of the CERES. So I wanna know if there is a scale factor between CERES value and real value. If not, please mention me the possible reason. Thanks a lot!!

The CERES data use UTC time ,yes or not?
