Download Via HTTPS not working

When trying to download from https://n5eil01u.ecs.nsidc.org/SMAP an error occurs. Is this site down?

The NSIDC recently experienced an unplanned outage. Our site is now working normally and you should be able to complete your download. Please let me know if you come across any other issues with the download.
