Is the information in the https://oceancolor.gsfc.nasa.gov/atbd/ocl2flags/ table out of date?
For OLCI, flags 13 (spare) and 23 (spare) change!

No. The l2flags are up to date. Can you please provide some details - What are the differences? Did you noticed the differences in an OLCI file? If so, which one?

We are using those SPARE flags in OLCI L2 files to generate internal statistics and to test new flags.
They do not affect binning or mapping of the products.
