I am trying to download GLDAS_NOAH025_3H_2.1 data, but there is a problem - file is not available for downloading.

Regarding your query, there is a syntax error in the variable name. Removing the "..2F" will fix the URL you provided. Otherwise, you can use the following link created directly from the Subset/Get Data button found on the right hand side under Data Access on the GLDAS_NOAH025_3H v2.1 landing page, https://disc.gsfc.nasa.gov/datasets/GLDAS_NOAH025_3H_2.1/summary :
