Pace data open ENVI or ARCGIS PRO

Hi everybody, I would like to open PACE level 2 (PACE_OCI.20240907T191809.L2.OC_AOP.V2_0.NRT) data either on ENVI or ARCGIS PRO

Can someone please help me with it, envi open it but i think i need to create a header file but have not figure out

if it is possible to convert geotiff also would be so nice, if there is any code
