JSON granule level metadata templates

A set of JSON based file-level metadata templates for various data processing levels is now available and would be a good addition to a future DPDG to demonstrate data product designing for a new data producer. A python notebook demonstrates how to use the templates to output a user defined metadata structure in an empty HDF or netCDF file.
