Installing the OCSSW Processors on Windows

Dear all,
I am facing problems installing the OCSSW Processors in SeaDAS 7.4:

Within the GUI I select ocprocessing ? Install OC Processors, then select Mission Data: aqua and press run. The java (install_ocssw.py) interface opens and I get this error message: execution exception: java.io.IOException: install_ocssw.py failed to create process. null

Then I tried the manual installation. The execution of "$ chmod +x install_ocssw.py" in Python 2.7.13 results in this: 

>>> $ chmod +x install_ocssw.py

  File "<stdin>", line 1
    $ chmod +x install_ocssw.py
    ^
SyntaxError: invalid syntax

>>>

Where is my mistake? How can I install these processors?

The Processors can not be installed on Windows.  Only unix and Mac can run the processors.
