Solar Downwelling irradiance calculation

Hello,

I need some help on the following.
I have the information on latitude, longitude, cloud cover, solar zenith angle and wind speed. How do i calculate the solar downwelling irradiance across the wavelength range of 350 - 1050 nm above and below the water surface?

If what you need is PAR, we have that as a product. There are various clear-sky models (e.g. Gregg and Carder, 1990, Frouin et al 1989)
