There is probably something wrong with ocssw/var/log/ancillary_data.db.
You can run

modis_atteph -r A2023164010000.L1A_LAC
That'll download the att1/eph1 file. Then modis_GEO would work.
Also, MODIS TERRA GEO file is available for download here --

Just to make sure you got all the information I could provide.
I cleared ocssw/var/log/ancillary_data.db: no success
Note1: it was working fine with the same images using the 2022.3 tag.
Note2: TERRA_MODIS works well using modis_GEO the same way than for AQUA_MODIS.

When you did

install_ocssw --install_dir $HOME/ocssw --tag V2023.2 --modisa
you only updated modis and modisa files, but not seadas files and files of other sensors you have installed, such as modist.
You might need to do

install_ocssw --install_dir $HOME/ocssw --tag V2023.2 --seadas --modisa
and any other sensors you installed.
I tried

modis_atteph A2023164010000.L1A_LAC
with V2022.3 and V2023.2 and the mixed version (V2022.3 with modisa updated to V2023.2), but can't replicate your error anymore.

modis_atteph -r A2023164010000.L1A_LAC
should refresh ancillary_data.db, and things should work...

Note that all other sensors besides modisa work fine, for the same area, same dates.
Refreshing the ancillary_data.db does not help.
Note that I am using custom paths for ancillary data. I have been doing so for a long time and with all sensors, nothing changed in my code and I didn't have any issue before updating to OCSSW V2023.2.

I am puzzled... I tried
on MacOS 12.6.6 and linux Ubuntu 20.04.6 LTS, but could not replicate the error.
Can you do

and post the result here?
BTW, you might want to install --viirsdem along with viirs sensors.

All the command you sent worked when ran individually but did not when ran in parallel, so I assumed there was a working current directory change somewhere when processing MODIS-Aqua specifically.
I made sure to use absolute path for the source images and ancillary data and it is now working in parallel.
