Unable to connect to database (v2)

I have been experiencing issues for several weeks now with my automated processing streams which is almost identical to the error in this 2011 post: https://oceancolor.gsfc.nasa.gov/forum/oceancolor/topic_show.pl?pid=17464;hl=Unable%20connect%20database

In fact I know Brock and I believe my error is from the same script he was talking about ( IPOPP's modisl1db SPA). Here is an example from one of the errors:

`anc_utils` fetches https://oceancolor.gsfc.nasa.gov/sdpscgi/public/display_ancillary_files.cgi?type=atteph&start_time=2017159110000&stop_time=2017159110459&mission_letter=T) and the file contents that came back were:
