Inquiry Regarding Jason-2 Satellite Attitude

I wish you all good health. I trust this letter finds you well. I am writing to seek clarification and guidance regarding the use of the attitude of the Jason-2 mission. The quaternion data is available at the following link: https://cddis.nasa.gov/archive/doris/ancillary/quaternions/ja2/.
My inquiry is related to the nature of the Jason-2 attitude represented in quaternions (attachment photo). Specifically, does the quaternion data provided signify the transformation from the Satellite Body Reference System (SBRS) to the Earth-centered inertial (ECI) reference system, or vice versa (transform ECI to SBRS)?
