I have problem with VS 2019.
I download and run installation and got error
"Unable to download installation files. Check your internet connection and try again."
I did all ways to fix and nothing (offline install, install certificat...)

Please have a try with the following steps:

Run your Services.msc as administrator;

Locate the “CNG Key Isolation” service and open it;

Change the “Startup type” option to “Manual” and start it;

Download the Visual Studio and try again.

i have this same problem. I use windows 7, but visual studio 2015, 2017 and 2019 (online and offline) take this same results. Any answer?

have similar issue. Need to use offline install to install on corporate win server 2016 standard where direct internet access not permitted.

i have followed all instructions outlined here:

i am using the bootstrapper vs_community__246848175.1614096480.exe and renaming it to vs_community.exe

i am installing from command line with:

c:\vslayout\vs_community.exe --noweb --add Microsoft.VisualStudio.Workload.ManagedDesktop --add Microsoft.VisualStudio.Workload.NetWeb --add Component.GitHub.VisualStudio --includeOptional

the CNG ley isolation is set to manual and is running.

the install log shows that visual studio is still trying to download files even though this is offline installation and all required files should be in the directory already.

some of the last fails in the log are........

Hello, I have the same problem with installation. I am traying to install VS but when I start installation the installation line stay always on 0%. My internet is fine, I use Windows 7.

I am on Windows 11 Professional and just installed (Feb 12) latest windows update. Up to this point VSC 2022 ran OK. Tried to run VS Community 2022 today (Feb 13) - it failed. I couldn't even get the installer to run (something about not finding devenv.exe). It appears that an VSC update has failed (a guess, no proof). I did the Services.msc stuff mentioned in your reply; no good. Whenever I run the installer now I still get internet connection problem message. BTW my internet connection is fine. The last windows update was 2025-02 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5051989). A large part of my work is developing code at home - if VSC does not work on my PC I am bereft of an occupation and more importantly, wages. My initial urge was to uninstall/reinstall. I tried this with VSC 2019 (also on my PC) - it failed. I assumed it would do the same with VSC 2022. WHAT DO I DO NOW????

NuGet Package Source Error – When attempting to add a package from NuGet.org, I receive an error stating that the URL https://api.nuget.org/v3/index.json cannot be loaded. The URL does not load in my browser either, although it works when I use a VPN.

I ran into the same error message, but it turns out that I had changed my TMP/TEMP environment variables to a non-existent place.

I changed my wifi „WLAN1-C9...“ network profile setting from public to private and when I started installer one more time it worked.

Hi @Anonymus King , could you tell me what your Windows version is? Please check for updates and ensure that all pending and recommended Windows Updates are completed. Then, retry the installation.

If it still persists, we need the related logs to investigate further. Please download and run this collect.exe tool, go to %temp% folder and find the vslogs.zip file, upload it to https://onedrive.live.com/ and share the link here.

HI I tried all the above things to install visual studio.
In services start up type to manual-DONE
collect.exe tool-Done
Windows update- Done

Still visual studio installer giving the same error Unable to downlaod installation files.Check your internet connection and try again.

Note: I am using a very good broadband connection of downloading speed upto 120mbps.
