I disabled full-screen optimizations for chrome and it helped with the issue. The taskbar won't show up while watching a video full-screen but it will show up when you're using chrome and it's maximized. I think you'll have to disable full screen optimization for each and every app like that.
Windows 11 taskbar auto hide issue
Since I installed windows 11 on my Lenovo Legion 5 (15ARH05) I am facing an issue with the taskbar auto hide function.
When an application is open in full screen, the taskbar remains hidden as its supposed to be . But when I try to access it by bringing my cursor to the bottom of the screen, it doesn't show up . this happens only when a window is open in full screen. On the homepage I don't face this issue and the taskbar shows up normally as it should.
In order to bring up the taskbar when a window is open I am forced to press the windows button every time which makes it a lot annoying.
I have seen this issue being present in windows since Windows 7 and was also faced by many people in Windows 10.
Saw many threads online also some of which being 5 years old but none of them provide a solution till date .
please help me fix this problem or MICROSOFT PLEASE LOOK INTO THIS ISSUE AND RESOLVE IT.

2022-07-06T14:07:22.917+00:00 When some window is open, make sure to move cursor towards right part of screen, probably towards Windows notification area or clock area. You'll find that taskbar then appears more responsibly, IMO.

Go to Personalization option on the left pane of Settings app.
Click on Taskbar option at the bottom of the Personalization page
Click Taskbar behaviors option in the Taskbar page
Under the Taskbar behaviors section, make sure Automatically hide the taskbar checkbox is checked. If not, then please click on it to enable it.

You can also reset taskbar.
Type or copy and paste the following text in a Notepad file and save it as a BAT file:
REG DELETE HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Streams\Desktop /F taskkill /f /im explorer.exe taskkill /f /im shellexperiencehost.exe del %localappdata%\Packages\Microsoft.Windows.ShellExperienceHost_cw5n1h2txyewy\TempState* /qstart explorer.exe
After you save the file, double click on it to run the program. It will automatically reset your taskbar’s settings to default.
