An Evaluation Story: The Needs Assessment

Last year, your country photographed every single monument in your capitol city for Wiki Loves Monuments. Does your country really need more photographs of these buildings this year? You decide that you should do a needs assessment of what other cities do not have as many photographs of Monuments. From the needs assessment, you realize that Wikipedia and Commons lacks images related to monuments in rural areas and small towns, so you decide to focus on Wiki Loves Monuments for these areas.
