I duplicated the layer, clipped out an area of good hair, rotated that area to fit over the highlight, adjusted colours to fit with surrounding area, and erased the edge to make the fit a bit cleaner. I took a different approach and selected the highlight areas with a threshold mask, feathered the area, then painted them with a darker hair colour to create an adjustment layer.
