:::::The reason was that you weren't passing the category param through from one template to the next template. I edited [http://en.wikipedia.org/w/index.php?title=Template:WikiProject_Law/sandbox&diff=540396708&oldid=455414433 Template:WikiProject_Law/sandbox] to add that.
