The Hathitrust link above says it appears on pages 46-47 of the July-September 1974 issue, but it is not open access on the site. Worldcat says the journal is [https://search.worldcat.org/title/65523746 open access], but if you click on the link, it is dead. Search on the [https://www.jeuneafrique.com/pays/archives-zone-geographique/ journal site] does not produce results for 1974.
