The paragraph on Combined Sewer Overflows (CSO) should be moved to the [[Combined sewer]] article. CSOs are a problem distinct from SSOs, and CSOs occur only in combined sewer systems. : I deleted the CSO paragraph for the reason described above. I added a clarifying sentence on SSO vs. CSO, deleted several incorrect references to CSO documents, and added some SSO document references. Also clarified the circumstances of EPA's 2004 estimate of costs for possible SSO abatement. Note: the "Federal Government" (as mentioned in an earlier edit of this article) did not call for expenditure of the $88 billion; EPA merely provided a cost estimate as directed by Congress.
