It seems the second account was created shortly after the first one got reported to ANI [https://en.wikipedia.org/wiki/Wikipedia:Administrators%27_noticeboard/IncidentArchive1100#Neither_John_Komlos_is_stopping_nor_their_mercenaries]. Note that it was never addressed how these accounts have a non-financial COI to all these subjects simultaneously.
