This article is not about ten-codes. It's about APCO and their history with police communications. The ten-codes are discussed only as they relate to police definitions and procedures, and most of the article is about police radio communications other than ten-codes. : Hrm, right next to it is a column named "1939 First Published Set (17 signals)". It's empty, too, but also has a reference. The reference doesn't includ any actual ten-codes, though maybe that's just because the PDF linked is only one page and doesn't contain the whole article.
