It is due to the [[gravitational redshift]] induced by [[photon]]s falling into and climbing out of regions of space with different density, called [[potential well]]s, in between the [[Earth]] and the [[surface of last scattering]] (close to the [[particle horizon]]). In this TV Movie, the main character, Constantine "Connie" Harper, is framed and send to prison for fraud and assaulting the trial's procecuting attorney. A former cellmate request after being released that Harper protects the cellmate's sister that is being threatened as Harper was put on "the list", as last resort assistance.
