He takes control of the [[Naruto geography#Land of Waves|Land of Waves]]' shipping routes and creates a monopoly by isolating the country from the outside world, preventing free import and export and turning it into a poor, hunger-stricken country in the process. He is responsible for humiliating and killing [[List of minor allies in Naruto#Kaiza|Kaiza]] for being the country's hero. Gato is protected by [[#Gato's bodyguards|two bodyguards]].

Initially the Germans principally used (and the British attacked) the [[Enigma machine]]. Most of this traffic was military, but the [[Nazi party]] [[Sicherheitsdienst|SD]] organization and the [[Abwehr]] also used Enigmas of one variant or another, as did the German railways.

Gato hires [[Zabuza Momochi]] and his subordinates to assassinate [[List of minor allies in Naruto#Tazuna|Tazuna]] and stop him from finishing to build the [[Naruto geography#Great Naruto Bridge|bridge]] that would connect the [[Naruto geography#Land of Waves|Land of Waves]] to the outside world and allow its economy to recover. However, after Zabuza's arms are broken in battle with [[Kakashi Hatake]] (who was hired to defend Tazuna), Gato assumes that Zabuza is no longer able to accomplish his mission and decides to use his own thugs to kill Tazuna instead. Still able to hold a kunai, Zabuza kills Gato instead (In the manga, Zabuza chopped off Gato's head. In the anime, Gato was stabbed and slashed several times, then knocked off the bridge.) The Ultra material largely came from the German cypher traffic. These messages were generated by (several variants of) an electro-mechanical [[rotor machine]], the Enigma. The [[Enigma machine]] was widely thought to be unbreakable in practice in the [[1920s]], when a variant of the commercial Model D was first used by the [[Kriegsmarine|German Navy]]. The [[Heer|German Army]], Navy, [[Luftwaffe|Air Force]], Nazi party, [[Gestapo]], and diplomats all used Enigma machines, but there were several variants (eg, the Abwehr used a four-rotor machine without a plugboard, and Naval Enigma used different key management than the Army or Air Force, making its traffic far more difficult to cryptanalyze). The first Rain Genin team, consisting of {{nihongo|Baiu|バイウ}}, {{nihongo|Midare|ミダレ}}, and {{nihongo|Shigure|シグレ}}, confronts [[Gaara]] and his siblings during the second phase of the Chunin Exams. Shigure attacks Gaara by throwing his umbrellas into the air and releasing the needles kept within them for his {{nihongo|Sprinkling Needles|如雨露千本|Jouro Senbon|''Viz'' "Rain of Needles", ''English TV'' "Senbon Rainstorm"}} attack. As the needles fall to the ground, Shigure controls them with his chakra to surround Gaara and fire them at him with increased speed and accuracy. There are several conflicting stories of how the Allies made the initial breaks into Enigma (see [[Enigma machine|Enigma]] for more). The fundamental break into the Enigmas was made in [[Poland]] in [[1932]] by [[Marian Rejewski]], who for the first time used advanced mathematics (permutation theory) to crack the Enigma system. Together with his colleagues at the [[Biuro Szyfrow|Biuro Szyfrów]], he went on to develop practical methods of decrypting Enigma traffic. The Poles built working replicas of the Enigmas and developed equipment and techniques which helped in finding the keys needed for decryption (including the "grill," "clock," [[cyclometer]], [[Bomba (cryptography)|bomba]], and [[perforated sheets]]). Well before [[1938]], much German Enigma traffic was being routinely decrypted by the Poles; but accelerating changes in German operations (encipherment procedures, frequency of key changes, greater rotor choice) and looming war led the Poles to share their achievements in Enigma decryption with France and England. This happened during the famous meeting at [[Pyry]], in the [[Kabaty]] Woods south of [[Warsaw]], in late [[July]] [[1939]]. Since neither the French nor the British had succeeded in breaking Enigma traffic, this was a major boost.

The second Rain Genin team consists of {{nihongo|Kagari|篝}}, {{nihongo|Mubi|夢火}}, and {{nihongo|Oboro|朧}}. All three wear breathers, matching wetsuits, and a cloth over their eyes, with each member having a different number of eyeholes in their cloth. Early in the second phase of the Chunin Exams, Oboro restrains and turns himself into [[Naruto Uzumaki]], though he is soon found out by [[Sasuke Uchiha]]. Sasuke easily gains the upper hand and injures Oboro, forcing him to flee.

When Oboro and his team later come across Team 7 again, they use {{nihongo|Sly Mind Affect Technique|狐狸心中の術|Kori Shinchū no Jutsu}} to force Team 7 to walk around in circles for hours without their notice, tiring them out. Once Team 7 realizes they aren't getting anywhere, they are attacked with {{nihongo|Mist Servant Technique|霞従者の術|Kasumi Jūsha no Jutsu}} to give the illusion of hundreds of clones emerging from the surrounding forest. Naruto attempts to attack all of the clones to make things easier, though the clones merely turn to a blackish, oil-like liquid and regenerate themselves. From hidden locations, the Rain Genin then throw kunai at Team 7 in unison with their clones doing the same, making it appear as though the ordinarily harmless attacks are doing damage. Naruto presses on and fights through the night in an attempt to reveal the ___location of the Rain Genin.

Armed with this Polish assistance, the British began work on German Enigma traffic. (Work that would be done after the outbreak of World War II in France, at [[PC Bruno]] outside Paris, would be strictly the ___domain of the Polish Cipher Bureau cryptologists who had escaped Poland.) Early in [[1939]] Britain's secret service had installed its ''Government Code and Cypher School'' (GC&CS) at [[Bletchley Park]], 50 miles (80 km) north of [[London]], to work on enemy message traffic. They also set up a large interception network to collect enciphered messages for the cryptologists at Bletchley. Eventually there would be a very large organization controlling the distribution of the resulting – secret – decrypted information, which in time came to be called "Ultra." Strict rules were established to restrict the number of people who knew about the existence of Ultra in the hope of ensuring that nothing (e.g., leaks, actions) would alert the [[Axis]] powers that the Allies were reading their messages. Earlier in the war, the product from Bletchley Park was codenamed "Boniface" to give the impression to the uninitiated that the source was a secret agent. Such was the secrecy surrounding reports from "Boniface" that "his" reports were taken directly to Prime Minister [[Winston Churchill]] in a locked box to which he personally held the key.

After a night of fighting, Naruto and his team appear exhausted, which the Rain Genin use as a chance to attack. Upon revealing themselves, they discover that what appears to be an exhausted Team 7 are merely shadow clones in disguise. Using this opportunity to their advantage, a somewhat rested Team 7 attacks the Rain Genin. Taking one last stand, the Rain Genin use {{nihongo|Haze Clone Technique|朧分身の術|Oboro Bunshin no Jutsu|''English TV'' "Fog Clone Jutsu"}} to create hundreds of clones that are passed through when struck. Naruto continues to attack them regardless to find the actual Rain Genin, though Sasuke is able to use his [[Kekkei genkai#Sharingan|Sharingan]] to discover that none of the clones are real. As Naruto is thrown off guard, the Rain Genin emerge from the ground to attack. Their emergence allows them to be attacked, and Naruto knocks the three unconscious.

The group at [[Bletchley Park]] working on breaking messages was a mix of [[crossword]] enthusiasts, [[chess]] mavens, [[mathematician]]s, and pioneer [[computer scientist]]s. The last group overlapped some of the others and included [[Alan Turing]], one of the fathers of modern computing. By [[1943]], large portions of the intercepted signals (more than 2,000 daily at the maximum) were routinely read, including some from [[Adolf Hitler|Hitler]] himself. Such information enabled the Allies to routinely develop an accurate picture of enemy plans and orders of battle, and when used sensibly were of great value in forming the basis of Allied strategic and tactical war plans.

In the Land of Tea anime filler arc, Naruto, Sasuke, and Sakura are called upon to protect Morino Idate. Oboro, Kagari, and Mubi come back to serve as Team 7's opponents a second time. They use the same strategies as they did in the Chunin exams, but have since learned to make [[List of ninjutsu in Naruto (S-Z)#Water Clone Technique|water clones]]. They come close to actually defeating Team 7, since they are in the middle of the ocean at the time (water being their favored element), but Naruto's Spiraling Sphere training allows him to create a whirlpool that sucks the Rain Genin into the oceanic abyss. Given their ability to breathe underwater due to their masks, it is likely they survived.

====Methods of attack====

British attacks on the Enigmas were similar to the original Polish methods, but naturally continued evolving to keep pace with the growing complexity of German equipment and procedures. (For a discussion of the many identical techniques used by the Poles and the British, see Kozaczuk [[1984]], appendix F.) A particular challenge would be German Naval Enigma. Even before the war, it had been a challenge to the Poles; only a portion of Naval Enigma had been read at B.S.-4 (the Cipher Bureau's German section) due to limited Bureau personnel and resources and because knowledge of army and air force traffic had been deemed more important to Poland's defense. (Kozaczuk, p. 31.)

One attack relied on the fact that the reflector (a patented feature of the Enigma machines) guaranteed that no letter could be enciphered as itself, so an A could not be sent as an A. Another technique counted on various common German phrases, like "Heil Hitler" or "please respond," which were found to likely be in this or that plaintext; successful guesses as to the plaintext were known at Bletchley as ''[[crib]]s''. With a probable plaintext fragment and the knowledge that no letter could be enciphered as itself, it wasn't uncommon that a corresponding [[ciphertext]] fragment could be identified. This often provided a large hint as to the message settings, much as the message-setting encryption procedures had once done for the Poles before the war.

Sent to [[Land of Fire#Konohagakure|Konohagakure]] under the guise of the peace treaty between the two villages, the head ninja actually had a hidden agenda. [[Naruto geography#Kumogakure|Kumogakure]] wanted to get their hands on the [[Kekkei genkai#Byakugan|Byakugan]] of the [[Hyuga clan]]. In order to get the Byakugan, the head ninja tried to kidnap [[Hinata Hyuga]], only to be killed by her father, [[Hyuga clan#Hiashi Hyuga|Hiashi Hyuga]]. Kumogakure claimed Konoha had broken their newly signed treaty and demanded the dead body of Hiashi as compensation. Although Hiashi was fully prepared to die, he was saved by his twin brother, [[Hyuga clan#Hizashi Hyuga|Hizashi]], who volunteered to die instead of Hiashi.

German operators themselves also gave the cryptanalysts immense help on a number of occasions. In one instance an operator was asked to send a test message, so he simply hit the T key repeatedly and sent it. A British analyst received a long message without a single T in it from the interceptor stations, and immediately realised what had happened. In other cases, as they had before the war, Enigma operators would constantly use the same settings for their message codes, often their own initials or those of their girlfriends (one apparently had the initials "C.I.L.", so Bletchley Park named such hints 'cillies'). Analysts were set to finding these messages in the sea of intercepted traffic every day, which winnowed out enough possibilities to allow Bletchley to use other original Polish techniques as well to find the initial settings for the day. Other German operators used "form letters" for daily reports, notably weather reports, so the same crib could be used every day.

Had the Germans ever replaced every rotor at the same time, it is possible that the British would not have been able to break back into the system. And had German operational practice been better, things would have been much more difficult. However, both because of the expense and because of the difficulty of getting all those new rotors to all the necessary ships and units, it was never done. Instead the Germans simply added new rotors to the mix every so often, allowing the settings of the newest ones to be decrypted after a short period.

During the [[Kakashi Gaiden]] arc, [[Kakashi Hatake]] and his team encounter a number of [[Naruto geography#Iwagakure|Iwagakure]] [[Naruto ninja ranks#Jonin|Jonin]]. The first of these ninja is {{nihongo|Mahiru|マヒル}}, who creates 20 [[List of ninjutsu in Naruto (S-Z)#Shadow Clone Technique|shadow clones]] upon seeing the team. Kakashi defeats the clones with his [[List of ninjutsu in Naruto (H-R)#One Thousand Birds|One Thousand Birds]], though is almost killed by Mahiru. Kakashi's sensei, the future [[List of Konoha ninja#Fourth Hokage|Fourth Hokage]], manages to get Kakashi to safety and quickly defeats Mahiru. Later, Mahiru's teammates, {{nihongo|Kakko|カッコウ|Kakkō}} and {{nihongo|Taiseki|タイセキ}}, go looking for him. When they find Kakashi and his team, they kidnap [[List of Konoha ninja#Rin|Rin]] as a source of information and attempt to use [[Jutsu (Naruto)#Genjutsu|genjutsu]] to get her to answer their questions.

Usable Ultra information came too late to be of great help during the [[Battle of Britain]].

When Kakashi and his teammate, [[List of Konoha ninja#Obito Uchiha|Obito Uchiha]], go looking for Rin, Taiseki uses his {{nihongo|Hiding Camouflage Technique|迷彩隠れの術|Meisaigakure no Jutsu}} to turn invisible and sneak up on the two. In doing so he is able to slash Kakashi's left eye, rendering it useless. As he attempts to finish the job he is stabbed by Obito, whose newly awakened [[Kekkei genkai#Sharingan|Sharingan]] allows him to see through Taiseki's technique. With Taiseki defeated, the two confront Kakko, Rin's captive. Using two blades concealed in his sleeves as well as his heightened speed, Kakko tries to kill Obito though Kakashi manages to repel him with his chakra sabre.

The Allies were seriously concerned to conceal from the Axis command that they had made any breaks into any of the Enigma traffic. This was taken to the extreme that, for instance, though they had intercepted and knew the whereabouts of [[U-boat]]s lying in wait in mid-Atlantic, they were not generally hunted unless a 'cover story' could be arranged -- often a search plane was 'fortunate enough' to sight the U-boat, thus explaining an attack. Ultra information was used to attack and sink many of the [[Afrika Korps]] supply ships travelling to North Africa, but as in the North Atlantic, every time it was used, some 'innocent' explanation had to be provided; scout planes would often be sent on otherwise unnecessary missions to ensure they were seen by the German military. The British were, it is said, more careful about this than the Americans, and the difference in caution on this point was a source of friction between them.

Not willing to let them escape, Kakko uses {{nihongo|Earth Release: Rock Lodging Destruction|土遁・岩宿崩し|Doton: Iwayado Kuzushi}} to create a cave-in. Obito is crushed as a result, and gives Kakashi his Sharingan before dying. In an act of vengeance, Kakashi emerges from the rubble and attacks Kakko. This time, however, Kakko is able to break his chakra sabre with his own blades, allowing Kakashi a chance to kill him with his One Thousand Birds. As Kakashi and Rin mourn the loss of Obito they are attacked by more Iwagakure ninja. The group attempts to use {{nihongo|Earth Release: Split Earth Turn Around Palm|土遁・裂土転掌|Doton: Retsudotenshō}} to crush the two with the surrounding rocks, but Kakashi's sensei arrives in time to defeat them and save his surviving students.

The distribution of Ultra information to the Allied commanders and units in the field involved considerable risk of discovery by the Germans, and great care was taken to control both the information and knowledge of how it was obtained. Liaison officers were appointed for each field command to manage and control dissemination.

In the summer of 1940, British cryptanalysts, who were successfully breaking the German Air Force Enigma cypher variants, were able to give Churchill information about the issuance of maps of England and Ireland to the [[Operation Sea Lion|Sealion]] invasion forces.

From the beginning, the Naval version of Enigma used a greater variety of rotors than did the Army or Air Force versions, as well as various operational methods that made it much more secure than other Enigma variants. There was no hint at all to the initial settings for the machines, and there was little probable plaintext to use either. Different, and far more difficult methods had to be used to break into Naval Enigma traffic, and with the U-boats running freely in the [[Atlantic Ocean|Atlantic]] after the Fall of France, a more direct approach recommended itself.

Suien was the teacher of Shibuki until he went rogue. He assembled followers in his plan to obtain the Hero Water even if it meant taking hostages in Takigakure (Village Hidden in the Waterfall). He threatened to kill the captive villagers one by one if Shibuki didn't show himself with the Hero Water. When Shibuki drank the water and hid it's bottle in the shirt, he engaged Suien in battle until Suien impaled Shibuki with a water sword technique and discovered the water falling out of his shirt. After he drank it, Naruto engaged him in battle long enough for Shibuki to free Sasuke. When the three fought him (with Naruto unleashing the Chakra of the Nine-Tailed Fox), they knocked the water out of his hand and Naruto's clones sent him falling down the waterfall to his death.

On 7 May [[1941]] the [[Royal Navy]] deliberately captured a German weather ship, together with cipher equipment and codes, and 2 days later [[Unterseeboot 110|U-110]] was captured, together with an Enigma machine, code book, operation manual and other information enabling the submarine message traffic to be broken until the end of June. And they did it again shortly afterwards.

In addition to U-110, Naval Enigma machines or settings books were captured from a total of 7 U-boats and 8 German surface ships, including U-boats [[Unterseeboot 505|U-505]] ([[1944]]) and [[Unterseeboot 559|U-559]] ([[1942]]), as well as from a number of German weather-reporting boats, from some converted trawlers, a small vessel (the ''Krebs'') captured during a raid in the [[Lofoten Islands]] off [[Norway]], and so on. In other cases the Allies forced the Germans to provide them with a crib. To do this they would drop mines (or take some other action), and then listen for messages thus provoked. Akahoshi was the transitional leader after the death of the Third Hoshikage. He was the one who requested help from Konoha for the guarding of the star. However, in reality, he and two unnamed henchmen were actually the murderers of the Third Hoshikage, due to the Third's refusal to allow anymore Star training due to the negative effect it had on the shinobi's using it. He was ridiculously fanatical about his ambitions that the Star Village should join the five Kage Countries. He also stated that he was well aware of the negative effects of the star and did not use it to train himself, which turned out to be an act of selfishness.

He ended up fighting Natsuhi three times (the last time he killed her), kidnapping Sumaru, and sentencing the Konoha ninja which he hired to death in order to achieve the means of persuading the citizens of Hoshigakure to proclaim him the Fourth Hoshikage. However, his ceremony was interrupted by Sumaru, who wept over his dead mother. To counter this, he caused the star training building to collapse, burying Sumaru in it yet somehow not killing him. The next interruption was a planned presentation by Mizura and Hekuto to prove the flaws of the Star Training, which was successful and caused the citizens to turn on Akahoshi. Frustrated and unsupported, he infused himself with the star, thinking he would become immensely powerful. Instead, the star knocked his senses unconscious and its violent energies took over his body, causing him to attack anyone in sight. Naruto, whose hands were guided by the spirit of Natsuhi, killed him minutes later with Rasengan.

After this event, Aoi defected to [[Naruto geography#Amegakure|Amegakure]] but was followed by Idate's brother, [[List of Konoha ninja#Ibiki Morino|Ibiki Morino]], who then was caught by Amegakure and tortured to translate the scroll. Ibiki not only resisted the torture, but managed to escape with the scroll. After this incident, Aoi remained with Amegakure upon which he became a Jonin. As a member of Amegakure he performed various odd jobs and demeaning tasks that other ninja wouldn't bother with.

A brief description of the Enigma, as well as other codes/ciphers, can be found in Simon Singh's ''The Code Book''. Information on British cryptology appears in the official history of British intelligence in World War II, edited by Sir [[Harry Hinsley]]; he also edited a one-volume collection of memoirs by participants in the British cryptological effort. [[Marian Rejewski]] himself wrote a number of papers on his [[1932]] break into Enigma and his subsequent work on the cipher well into World War II with his fellow mathematician-cryptologists, [[Jerzy Rozycki|Jerzy R&oacute;&#380;ycki]] and [[Henryk Zygalski]]; most of Rejewski's papers appear in the [[1984]] book by [[Wladyslaw Kozaczuk|W&#322;adys&#322;aw Kozaczuk]], ''Enigma: How the German Machine Cipher Was Broken, and How It Was Read by the Allies in World War Two'', which remains the standard reference on the crucial foundations laid by the Poles for World War II Enigma decryption.

Aoi's skills mainly involve his umbrella and needles, which he can use to pin opponents with. His needles are commonly dipped in poison, making them even more lethal. What sets him apart from other ninja is his use of the special Raijin sword, which he stole from Konoha. Though he is fast, most of his techniques are fairly basic.

At the end of the arc, Aoi's Raijin was broken and he is knocked off a cliff by Naruto. It is unknown if he survived, but he himself states earlier in the episode that anyone knocked off will surely die, and unlike Sakura and Sasuke, he is unable to slow his descent at all before hitting the waters below.

Gennou is a legendary trap-making ninja from [[Naruto geography#Tonbogakure|Tonbogakure]]. Even in his old age, merely hours before his naturally-caused death, he was an excellent shinobi. He was able to set up a multi-layered trap that fooled the ANBU, Hokage, and even nearly stumped [[Shikamaru Nara]]. He could also match [[Rock Lee]] in taijutsu, albeit using a smoke bomb to even the odds. He was able to do all this while suffering from a pain so intense that Ino was forced to release her [[List of ninjutsu in Naruto (H-R)#Mind Body Switch Technique|Mind Body Switch Technique]] immediately upon entering his body.

While [[Jiraiya (Naruto)|Jiraiya]] led an attack on Tonbogakure thirty years previously, Gennou was in Konoha planting explosives. Tonbogakure called a cease-fire and was later annihilated by another village, however, and he never got the chance to use them. Gennou returned thirty years under the guise of a carpenter from Sunagakure. He attempted to finish his job by detonating the Hokage Monument, which would have buried the village under rock and sand, partly because he was near death and didn't want such an elaborate trap to go to waste, though mainly for revenge for the death of his son, who died in the war with his village.

However, upon returning to finish the job, Gennou met [[Naruto Uzumaki]], who deeply resembled Gennou's late son (he told Naruto it was his still-living grandson). Without telling anybody, Gennou deviated from his original plan and turned it into a game. He acted out his original elaborate plan, down to every last twist and detail, but he rigged the bombs in the monument, as well as any other potentially devastating trap, so that they would barely leave a mark or not work whatsoever. Gennou wanted the Konoha 11, especially Naruto, to enjoy solving the "treasure hunt" he always wanted to plan for his grandson.

=== Kamizuru clan ===

The Kamizuru clan is a clan of bee users from [[Naruto geography#Iwagakure|Iwagakure]] who were once very well known. Years before the initial setting of the series, they attempted to lead an invasion force into Konoha, only to be repelled and largely killed by the more experienced Aburame clan. Apparently, the first Tsuchikage was one of its members.

Hoping to find the Tsuchikage's secret scroll, which is full of kinjutsu (forbidden techniques) for bug user ninja, the last three of the clan set out to find the Bikochu. Naruto and Team Kurenai were also looking for the Bikochu, and thus the two eventually battled. All three were defeated by [[Hinata Hyuga]] using her recently perfected technique. Their leader attempted one last-ditch attack with a giant summoned bee, but was repelled by Naruto's Spiraling Sphere.

==== Jibachi Kamizuru ====

Beyond being from the Kamizuru clan, not much is known about Jibachi Kamizuru. He was able to perform the {{nihongo|Bee Bomb Technique|蜂爆弾の術|Hachi Bakudan no Jutsu}}, summoning bees with exploding tags that explode when close to the enemy. Jibachi can be translated to mean [[digger wasp]].

{{nihongo|Raiga Kurosuki|黒鋤雷牙|Kurosuki Raiga}} is a former member of the Seven Swordsmen of the Mist, like [[Zabuza Momochi]] and [[Akatsuki (Naruto)#Kisame Hoshigaki|Kisame Hoshigaki]] (both of whom he apparently disliked, along with the rest of the members) were. Unlike those two, however, he wields two pike-like swords which he uses in a manner similar to [[lightning rod]]s to attract and channel [[lightning]] and [[electricity]]. Raiga's shorter swords seem a little out of place when compared to the other swords seen thus far, but he can connect them at their hilts to form a larger double-bladed sword, effectively increasing the weapon's size and allowing him to perform different and more powerful jutsus. Like the other two Swordsmen, Raiga was very arrogant and overconfident. He was also somewhat mentally unsound.

Raiga was a former [[Naruto ninja ranks#ANBU|ANBU]] of [[Naruto geography#Kirigakure|Kirigakure]]. It was on a mission that he encountered the disabled [[List of minor allies in Naruto#Ranmaru|Ranmaru]]. Raiga and Ranmaru promised each other to be "two in one" under Raiga's name. Ranmaru became Raiga's eyes and ears, and Raiga became Ranmaru's arms and legs. He used [[Kekkei genkai#Ranmaru's kekkei genkai|Ranmaru's kekkei genkai]] in much the same manner as Zabuza used [[Haku (Naruto)|Haku's]], although Raiga seemed to genuinely care for Ranmaru throughout their partnership, whereas Zabuza treated Haku as a mere tool.

Later, Raiga took over a village and forced the inhabitants to work for him. Anyone who would disobey would be punished by being buried alive, which Raiga appropriately nicknamed a "funeral". Raiga had a fondness for funerals, frequently referring to them during battle and otherwise. His love of funerals comes from the fact that whilst a living person is capable of hatred, lies and betrayal, people tend to remember the good in any given individual once he or she has passed away. A few villagers managed to escape and ask Konoha for assistance, which was sent in the form of Team Guy and [[Naruto Uzumaki]].

At first, Naruto was able to resist all of his electric attacks. Team Guy and Naruto Uzumaki stopped Raiga and nearly killed him, but Ranmaru used his chakra to revive him.

After being revived, Raiga revealed the true source of his power: lightning itself. By channeling lightning through his pikes, he effectively gained a much more potent and virtually unlimited energy source for his electric attacks. After defeating Team Guy, as well as a [[List of taijutsu in Naruto#Drunken Fist|drunken]] [[Rock Lee]], and seemingly defeating Naruto, Naruto defeated him again, and Ranmaru tried to convince him to end the fighting. Believing Ranmaru to have turned against him, and thus losing the only person he cared for, Raiga threw himself off the cliff and with one final bolt of lightning, gave himself his own funeral.

=== Shiitenshounin ===

A group of four ninja from the Takumi (weapon-smiths') Village who sought to capture [[Gaara]], each wielding a unique Takumi weapon. They wanted to use the chakra of the [[Tailed beasts#One-Tailed Shukaku|One-Tailed Shukaku]], which was sealed in Gaara, to revive Seimei, the founder, and so-called "Ultimate Weapon" of Takumi Village. The Takumi Village was renowned for its ninja-weaponry production, with their ultimate desire being that by selling their fearsome weapons to all the Hidden Villages, they would end the need for trained shinobi, being able to gain dominance over the other Countries through how vast their weapons arsenal was, not how skilled their shinobi were. The Takumi Village was constantly pillaged however, as the other Countries saw it as a great threat, and many of their powerful weapons were lost. If the Shiitenshounin revived Seimei, and possessed a limitless source of 'ultimate chakra' in the form of Shukaku, they would be unstoppable and ultimately succeed in taking over the 5 Great Nations and avenging the Village itself. All four members are deceased, having fallen to the hands of the team of Konoha and Sand genin.

The Watari ninja are a ninja group without attachments to any hidden village who decided to unite their forces in order to become stronger. They travel from country to country, learning or stealing jutsu from other shinobi whenever they can. Because of that, many of their jutsu are copies or modified versions of already known ones. They often can't use their copied attacks efficiently or effectively, and, in many occasions, have to depend on illusions such as trap wires, movie projectors, and other underhanded tricks.

They attempted to take over the Bird County through use of a fake ghost known as the Norimusha and the assassination of the entire line of feudal lords. They actually succeeded in doing the latter, but the twin sister of the dying feudal lord assumed his place. They were defeated through a combined effort between [[Neji Hyuga]], [[Tenten (Naruto)|Tenten]], [[Naruto Uzumaki]], and [[Kakashi Hatake]].

==== Nagare ====

Nagare is the Watari ninja who fought against [[Kakashi Hatake]]. Using the [[List of ninjutsu in Naruto (H-R)#Leech All Creation: Attack Prevention Technique|Leech All Creation: Attack Prevention Technique]] to take on the properties of stone, he can use the Assimilated Rock Blizzard (''Dōka Yahumuki'') to use stones as projectiles, and the Assimilated Rock Tank (''Dōka Sanseki''), a facsimile of the [[Land of Fire#Akimichi clan|Akimichi clan]]'s [[List of taijutsu in Naruto#Human Bullet Tank|Human Bullet Tank]], to expand using stone and crush the opponent while rolling with great force. He could also control rock powder similarly to [[Gaara]]'s sand, engulfing the opponent with rock powder by using {{nihongo|Assimilated Desert Coffin|同化 砂漠柩|Dōka Sabaku Kyū}} and crushing them with {{nihongo|Assimilated Desert Funeral|同化 砂漠送葬|Dōka Sabaku Sōsō}}. He is later defeated, but not killed, by Kakashi's [[List of ninjutsu in Naruto (H-R)#Lightning Blade|Lightning Blade]].

Oki the migrating ninja was a ninja that masqueraded as Mousou in the Land of Birds. In disguise, he served as Chief Advisor to the [[Daimyo]] there. He was defeated after a brief battle with Naruto. He leads the Watari group. Despite being its leader, Oki's skills do not seem on par with those of his group. Many of his techniques are half-baked copies of the actual versions (his "summoning technique" activating a projector is just one example). His strategy seems to involve mainly deception, which allows him to overcome stronger foes.
