The Harvey Awards are nominated by an open vote among comic book professionals. The top five vote getters in each category are then chosen for a second vote from which the winners are chosen. The awards have been presented at various conventions since they started; the [[Chicago, Illinois|Chicago]] Comic-Con, the [[Dallas, Texas|Dallas]] Fantasy Fair, Wondercon (in [[Oakland, California|Oakland]]), and the [[Pittsburgh, Pennsylvania|Pittsburgh]] Comicon.
