The parts of the policy that you have quoted contradict the main aim of the policy (ie "users may not revert more than 3 times within 24hrs...users are not allowed to revert up to 3 times within 24hrs" Since it is self-contradiction, I shall take the first and most important part to be the rule, so be aware that you have broken the law.
