Line 1:
Extrajudicial punishment is physical punishment without the permission of a court or legal authority, and as such, constitutes a violation of basic human rights (such as the right to due process and humane treatment). Agents of a state apparatus may sometimes carry out this type of punishment if they come to the conclusion that a person is an imminent threat to security. The existence of extrajudicial punishment is considered proof that some governments will break their own legal code if deemed necessary. Non-governmental or non-state actors, including private individuals, have also resorted to different forms of extrajudicial punishment, though such actions are more properly called assassination, murder or vigilantism instead.
This is a list of recurring kid characters from the American teen sitcom, "Ned's Declassified School Survival Guide." <!-- Do NOT edit any character's profile to say they left the school unless the show says such, as now two character with that information in their profile have made season 3 appearances in the school.!-->

Existence
List of Secondary Characters
Although the legal use of capital punishment is generally decreasing around the world, individuals or groups deemed immediately threatening — or even, in times of comparative stability, simply "undesirable" — to a government's ability to govern may nevertheless be targeted for killing extra-judicially by some regimes or their representatives. Such killing typically happens quickly, with skilled secret security forces on a covert basis, performed in such a way as to avoid massive public outcry and international criticism that would reflect badly on the state.

Another possibility is for overt, uniformed security forces to kill the target, but often under circumstances that make it appear as self-defense, such as by planting recently-fired weapons near his body, or fabricating evidence suggesting suicide by cop. In such cases, it can be surprisingly difficult to prove that the shooters acted wrongly. Because of the dangers inherent in any armed confrontation, even police or soldiers who would strongly, genuinely prefer to take their target alive may still kill him to protect themselves or civilians. Only in the most obvious cases, such as the Operation Flavius triple killing or the shooting of Jean Charles de Menezes will the authorities admit that "kill or capture" was replaced with "shoot on sight".
Seth Powers
(Played by Alex Black). Seth Powers is a nice but often not-so-bright jock who is almost constantly spinning his favorite basketball. He is a good person and once dated Moze, but they broke up because he needed to take time about where the relationship would go. Seth is good at several sports but prefers basketball above the rest. He is friends with Cookie and Ned but doesn't hang out with them much. He is very popular. Strangely, after he started going out with Evelyn, he became extremely smart. Other than that, neither his personality or fasion sense changed. His five most important things (in order) are basketball, rhyming, cartoons, corn, and Moze.

Extrajudicial punishment is a typical feature of totalitarian and other politically repressive regimes using death squads for this purpose, but even self-proclaimed or internationally recognized democracies have been known to use extrajudicial punishment under certain circumstances. In some cases, extrajudicial punishment may be planned and carried out covertly by a particular branch of a state and its specific agents, without previously informing other sectors or even without having been secretly ordered to commit such acts. The other branches of the state can tacitly approve of it after the fact, but they can also directly disagree with it depending on the circumstances, especially when complex intragovernment or internal policy struggles exist within a state's policymaking apparatus.
Lisa Zemo
(Played by Rachel Sibner). Lisa is a nerd, but sweet girl with only 17% use of her sense of smell. Thus, she's constantly taking sniffs from her nasal spray. She also had a not-so-secret crush on Cookie, and constantly schemes to spend time with him, not always to Cookie's pleasure. Lisa was also the 7th grade class treasurer, because she was uncontested. In season 3, on the first day of eighth grade, she came to school without glasses or her nasal spray (she says she got contact lenses and a new allergy medication). She also got a new hairstyle and more stylish clothes. Since then, she has become the resident love interest of the less popular kids and Cookie (He even calls her "The new hot Lisa Zemo" when he sees her on the first day of eighth grade). Since she's now receiving the attention of several boys, Lisa has been less intense in her love for Cookie. Coincidentally, Cookie and Lisa both had their braces removed before showing up for eighth grade. In one episode Lisa asks him out for a pizza, but he said no due to his need to beat Evelyn for #1 at Polk for grades. At the end he asks her out, only to find out she has long long line other guys going out with her. Finally, Cookie gets his date with her in the finale, and they begin dating.

In times of war, natural disaster, societal collapse, or in the absence of an established system of criminal justice, there may be an increased incidence of extrajudicial punishment. In such extreme circumstances, police or military personnel may be authorised to summarily execute individuals involved in rioting, looting or violent acts, especially if caught in flagrante delicto.
Evelyn Kwong
(Played by Michelle Kim). Also deemed Evil-yn by Cookie, is revealed to be Cookie's rival in academics. She and Cookie fiercely compete to be the smartest kid in school, with Cookie turning out to be the undisputed winner in the end. She and Cookie share an accidental kiss in "Dismissal"; later in the episode, it was revealed that she has a crush on Cookie as she gave him another kiss. Cookie is left in shock for the rest of the episode. She appeared in the episode "Art Class" in which she slapped Ned for painting an "inappropriate" picture. In a funny blooper scene, it is shown she accidentally really slapped Devon during one of the takes. In the episode "Boys" Evelyn goes to Moze for advice on attracting boys. At the end of "Jealousy", Cookie says that he and Evelyn are going out to make Lisa jealous, which makes Evelyn very happy. In the most recent episode, "Tests", Evelyn takes Cookie's compatibility test and finds out that she's also compatible with Seth. The two are going out by the end of the episode.

A "disappearance" occurs where someone who is believed to have been targeted for extrajudicial execution does not reappear alive. Their ultimate fate is thereafter unknown or never fully confirmed.
Faymen Fourtune
(Played by Vinicius Machado). Faymen is an exchange student from Brazil and Moze's current crush in the third season. His name is obviously a play on the phrase "fame and fortune". He almost moved back to Brazil in "Friends Moving" when his parents thought he was depressed and his grades were falling. Then Crubbs revealed to Faymen's parents and Moze that he was in love, allowing him to stay at Polk. He is one of the newest additions to the Ned's Declassified cast. He also admitted in "Making New Friends", that he finds Missy Meanie to be "very attractive", but still likes Moze a lot more. He is the only child character on the show whose parents have made an appearance. He was Moze's boyfriend through When You Like Someone Who is Seeing Someone Else, when he moved to Brazil for a role on his nation's International Soccer Team, which was his final appearance (Although he's briefly mentioned in Field Trip by Crony).

===Around Coconutthe Head =world==
See NKVD troika and Special Council of the NKVD for examples from the history of the Soviet Union , where extrajudicial punishment "by administrative means" was part of the state policy. Most Latin American dictatorships have regularly instituted extrajudicial killings of their enemies; for one of the better-known examples, see Operation Condor.
(Played by Rob Pinkston). Coconut Head is an extremely sweet kid with a last-minute Mom job haircut (which, oddly enough, he never grows out of). Because of this, he's considered somewhat of a bully's favorite, and has a habit of throwing up his hands when unnerved, usually screaming in terror, and often in tears. Coconut Head is an extremely talented singer, with an unnaturally operatic voice for a kid his age. Member of the school choir, newspaper staff and chess club. Coconut Head's real name has never been revealed to date, and is referred to by his nickname by his classmates, teachers and even the yearbook. Fans speculate his real name is Coconut Head, although his real name could possibly be Charlie. Coconut Head was the only recurring character to appear in all 13 episodes of the first season, but his role has dropped in importance in the second season. This is highlighted and made fun of in the 'Valentine's Day' episode: "When you're me, you'll take all the attention you can get."

Some consider the killing of Black Panther Fred Hampton to have been an extrajudicial killing ordered by the United States government. Also, the U.S. has been accused of exercising a covert prison system set up by the CIA in several countries, especially Egypt, to evade U.S. jurisdiction. The deaths of the leaders of the leftist urban guerilla group Red Army Faction Ulrike Meinhof, Andreas Baader, Gudrun Ensslin, and Jan-Carl Raspe is by some regarded as extrajudicial killings, a theory partly based on the testimony of Irmgard Möller .

The government of Israel has also been accused of carrying out extrajudicial killings, which they term "targeted assassinations," against leaders of organisations involved in carrying out attacks against Israel. The Israeli government and its defenders, however, consider these people to be enemy combatants and not civilians; claiming they are legitimate military targets as per the rules of engagement.
William "Billy" Loomer
(Played by Kyle Swann). Billy Loomer (also known as Bully Loomer, or just plain Loomer) is Polk's resident bully, who, despite a penchant for acting tough, has an extremely sensitive side. This is usually seen regarding his one-sided crush for Moze. However, he dated Suzie Crabgrass for the majority of Season 2 (after Ned accidentally set them up at the climax of the first season), but this ended after Crabgrass discovered he was two-timing her with Missy Meanie (whom he only dated because she had a swimming pool). Loomer's main "victims" are Ned, Cookie (though at times, they seem to have a friendly rival attitude to each other.), and Coconut Head. He is known to go to extreme lengths to keep his "bully" title, as shown in season 3. Moze and the Huge Crew are the only students that can intentionally intimidate him. In the series finale, he and Suzie get back together after Suzie and Ned are broken up.

During the apartheid years South Africa's security forces were also accused of using extra-judicial means to deal with their political opponents. After his release, Nelson Mandela would refer to these acts as proof of a Third Force . This was denied vehemently by the administration of F.W. de Klerk. Later the South African Truth and Reconciliation Commission, led by Archbishop Desmond Tutu would find that both military and police agencies such as the Civil Cooperation Bureau and C10 based at Vlakplaas were guilty off gross human rights violations. This led the International Criminal Court to declare apartheid a crime against humanity.
Jerry "Crony"
(Played by Matthew "Teo" Olivares). Crony originally started off as a background character for Loomer, but eventually grew to become a regularly appearing character. Similarly, over the course of the show, he's grown to be less viewed as a bully, but more of a character who hangs around with Loomer, still, both he and Buzz were quite willing to cash in on Cookie's bounty for Loomer's pants. Crony is a "closet" member of the school's sewing club, and has often been described by Mr. Monroe as the finest sewer in the school. However, in the "Secrets" episode, he attempted to tell Loomer about his secret membership of the Sewing Club several times, but was foiled each time he tried. To date, his membership is still a secret to Loomer and most of his posse. He has tried twice to date Missy, one time she said "if you cut your hair, than we'll talk". In "Nicknames", his first name revealed to be Jerry.

Extra-judicial killings
Martin Qwerly
(Played by Tylor Chase). Martin Qwerly, whose name may be a reference to the first six letters on the standard keyboard (QWERTY), is renowned for his extremely fast speed of talking, and the seemingly endless list of topics he can talk about. He was the 7th grade vice-president, but acted as president due to the actual president being the infamous weasel. It was revealed in the "Tutors" episode that Martin is part of a large family, where each sibling's name starts with the letter "M". Martin was also revealed to be "Le Forger", the school's greatest note forger in Season 1, however, this fact remains secret to nearly the entire school. He is quite adept with several instruments. He seems to be somewhat unattentive, as evidenced by when Suzie didn't want to listen to him for hours, she pulled a cardboard cut out of herself out of her locker and walked away, with Martin none the wiser. A few scenes later we see Martin still talking to the cutout not knowing it is a cutout, and even telling the Suzie cutout that she was a "good listener". This act was later repeated by Ned with Martin's older sister, Margaux, to exact measures. In the "Cellphones" episode, Martin was in a video conversation with Moze for 197 minutes without her knowing. He also makes Ned say yes a lot in the Bad Habits Short. He likes coconut macaroons.

:For extrajudicial executions see also Assassination
Missy Meanie
(Played by Carlie Casey). Missy Meanie is a cheerleader, and one of the most popular girls in school. Introduced at the start of the second season, she is usually seen ridiculing and making fun of the less popular kids. She is mortal enemies with Moze, due to Moze receiving more valentines than her on Valentine's Day, and likewise fell out with Suzie Crabgrass when she secretly dated Billy Loomer. Missy also started her own rival guide to Ned's Declassified School Survival Guide - Missy's Declassified School Survival Manual - in the "School Clubs" episode; however, it was short-lived. She also went out with Ned in the "Dares" episode and it's revealed in Season 3 that she has a huge crush on Ned. She has gone through several different plots to get him to like her since this season, making her character appear quite often in recent episodes. She tried to get Suzie to not like Ned, but her plan backfired. Ned and Suzie ended up going out. She lost her position as the most popular person in school due to Cookie and Albert Wormenheimer changing the popularity list to put themselves in the top ten. She is now 73rd. In the episode Embarrassment, everyone in the class called themselves Farticus, Missy said she was not Farticus, then farted loudly in front of class, and changed her mind. In the "Jealousy" episode, Ned pretended to date Moze to get Missy off of his back and it worked until they pretended break up. Missy reclaimed Ned, which made Moze jealous. Moze yelled, "Get away from my man, sister" before spearing Missy.

Extrajudicial killings are the illegal killing of leading political, trades union, dissident and/or social figures by either the state government, state authorities like the armed forces and police (as in Liberia under Charles G. Taylor ), or by criminal outfits like the Italian Mafia.
The Huge Crew
(Doris Tremblay, Mandy and Sandy Crew, played by Jennifer Hyatt, Jherimi Carter, and Cathy Immordino respectively). The Huge Crew are a group of female bullies, all have a major crush on Ned, as a result of accidentally receiving an elaborately decorated Valentine card meant for Susie. They have even gone as far as to set up their own Ned fan-club, "Club Ned"(which is a pun on Club Med) . They are all 'huge' as well. In the School Clubs episode they put a sign on the door of "Club Ned" which read, "totally cool club that Ned will love club" to get Ned to come in. It works and Ned goes in.When he comes in he finds 'Club Ned'. Strangest of all is that even though Ned doesn't return their affection, one guy does: Coconut Head, even though they constantly beat him up! Moze was also a member of The Huge Crew for half a day. One member kissed Ned's name on the wall of a girls bathroom stall(or perhaps they all did). They did not appear in Season 3. This could be because they were in 8th grade and graduated. In Best Friends, Mandy was wearing overalls. Doris sometimes acts friendly and normal towards Ned, Moze, and Cookie.

Extrajudicial killings and death squads are most common in the Middle East (mostly in Palestine and Iraq) , Central America
Albert Wormenheimer
(Played by Stephen Markarian). First appearing in the second season, Albert Wormenheimer is an extremely stereotypical nerd who hears a voice in his head. He was part of Ned's math study group at one point, and has been known to be a huge nose-picker. The actor who plays Wormenheimer was originally cast as Boogie (later renamed Cookie) in the original version of the show, but the part was recast when he was judged to be too tall for the part. Member of the math club, school choir, and G.E.E.K. In Episode 3, Season 3, Albert Wormenheimer developed a popularity list that created an uproar at Polk. Cookie then convinced him to move their names into the top ten, knocking Missy Meanie down to position number 73 in the process. His name implies that he is of German/Jewish descent.

The 3 different modern examples are listed in the sub-headings below, along with the 'Cold War' to help to illustrate the point.

Cold war usage
Claire Sawyer
(Played by Brooke Marie Bridges). Claire Sawyer, Future Lawyer is exactly what she says on the tin, already practicing her own version of law around the school, and has helped many of the characters in sticky situations on several occasions. Just as Coconut Head, she appeared far less in Season 2 than in Season 1. Whenever she introduces herself like this to Ned, Cookie, or Moze, they all respond, "Claire, we've known you since Pre-K". She makes a very short, one line appearance in the season 3 episode, "Lost and Found," and in the episode "Revenge" in season 3. She appeared in a longer role in season 3's episode "Extra Credit." Whenever it was said that, "You're going to need a lawyer to explain this one," Claire introduced herself and gave them her card. Everytime, she was sent off by "Claire, I was just making a point." When Ned really did need a lawyer, he had to say over and over again, "I think I could use a lawyer!" When Claire still did not respond, he yelled, "Claire!!" She then appeared from offscreen with an exhausted look on her face.

The former Soviet Union and Communist Bloc country used to also killed dissidents this way to, during the Cold War. Those who were not killed were sent to 'Gulag' prison camps.
Buzz
(Played by Reccie Cannon). Another one of Loomer's followers. For the first two seasons and for a part of the third, he seemed to have had no independent thoughts and simply copied Loomer. During that time period, Buzz had not been seen actually saying a single word. In "Volunteering", he made his first actual statement about the good of volunteering and that it makes the world a better place. Crony says, "So that's what he sounds like!" and Loomer points out that he hasn't talked the whole time he has known him. After those comments, he said that the reason he didn't talk was because "Everything has been fine up to this point."

Nguyễn Văn Lém (referred to as Captain Bay Lop) (died 1 February 1968 in Saigon ) was a member of the Viet Cong who was summarily executed in Saigon during the Tet Offensive. The picture of his death would became one of may an anti- Vietnam War icons in the Western World.
Other recurring characters
List of other recurring characters
<!-- Characters must have been in at least two episodes qualify for this section on the page !-->

During the 1960s throughout the 1970s death squads were used against the Viet Cong cadre as well as supporters in neighbouring countries notably Cambodia. See also Phoenix Program (also known as Phung Hoang). The Viet Cong also used death squads of their own against civilians for political reasons.
Backpack Boy
The use of computers by the American forces to compile lists of 'suspects' as well as the indefinite detention of 'suspects' in 'black' locations as well as their detention, torture, and execution without judicial oversight or protection is typical of American black ops in the Post World War II era.
*Backpack Boy (Played by Kendre Berry). Unsurprisingly, Backpack Boy is famous for his constant carrying of an extremely large and far-too-heavy backpack. He has a major crush on Claire Sawyer and is referenced in several episodes as being a superhero. In the episode "Class Clown" he became the class clown near the end, for an extremely short period of time.

Argentina used extrajudicial killings as way of crushing the liberal and communist opposition to the military Junta during the 'Dirty war' of the late 1960's and most of the 1970's. The Chilean Junta of 1972 to 1992 also committed such killings to. See Operation Condor for examples.
Timothy "Timmy" Toot-Toot
*Timmy Toot-Toot (Played by Kelli Miyata). He is renowned for his explosive flatulence, but has the 'decency' to warn the student faculty by exclaiming 'toot-toot' before he does so. Last appeared in the season 3 episode "Embarrassment" where he heard Ned had farted and thought Ned was trying to steal his "thunder". Timmy told Ned that there is only one "Master Blaster".

Also during the Communist versus Capitalist Salvadoran civil war, death squads achieved notoriety when far-right vigilantes assassinated Archbishop Óscar Romero for his social activism in March 1980. In December 1980, three American nuns and a lay worker were raped and murdered by a military unit later found to have been acting on specific orders. Death squads were instrumental in killing hundreds of peasants and activists. Because the death squads involved were found to have been soldiers of the Salvadoran military, which was receiving U.S. funding and training from American advisers during the Carter administration. During the Salvadoran civil war, death squads achieved notoriety when far-right vigilantes assassinated Archbishop Óscar Romero for his social activism in March 1980 . In December 1980, three American nuns and a lay worker were raped and murdered by a military unit later found to have been acting on specific orders. Death squads were instrumental in killing hundreds of peasants and activists. Because the death squads involved were found to have been soldiers of the Salvadoran military, which was receiving U.S. funding and training from American advisors during the Carter administration, these events prompted outrage in the U.S. and led to a temporary cutoff in military aid from the Reagan administration.
The Killer Bees
*The Killer Bees (Played by Krystal Acosta (Queen Bee), Sean Michael (Stinger) and Carlos Pena (King Bee), respectively). The much hated super-spelling gang of the school. Cookie once temporarily joined the Bees himself. In episode No.6, Cookie beats the Bees at the 7th Grade Spelling Bee.

One of the earliest cases of extradudical killings was in Wiemar Germany .
Chandra Taylor
*Chandra Taylor (Played by Marquise Brown) Chandra is rarely seen, but is a friend of Moze's, but not the best friend Moze is looking for.

====TheMiddle Oboe Twins=east===
*The Oboe Twins (Played by Alex Hoover and Addison Hoover) Identical twins Stacy and Tracy are always in each other's company. Ned and Moze once tried to make them Ned's possible girlfriend and Moze's possible best friend, but after being separated, they began copying off of other students rather than off of each other. They are called the Oboe Twins because in the 1st episode they are seen playing the oboe.

The Israeli intelligence and Hamas Militants have been in a steady war of attrition with each other, regularly killing local officials since the Fatah / Hamas civil war began in early 2007. Iraq has also suffered badly since the post-invasion insurgency of 2005.
Stuart "Stu"
*Stu (Played by Landon Taylor) Appeared as an extra in the first season, but became a recurring character in the second. Very good natured, but thought of as a slight 'sheep' due to his penchant for joining groups.

====Allan Alby=Philippines===
*Allan Alby (Played by Jesse Heiman) Large ruddy-faced, bespectacled Polk Student. Often seen in the hallways and Ned's classes.

Death squads were especially active in this country during the American invasion of the 1950s and the regime in the 1980s; they continue to be active as of 2007.
Greg Austin
*Greg Austin (Played by Austin Butler) Tall blonde male classmate of Ned's. Fond of striped shirts and raising Doves.

The New People's Army (NPA) groups known as "Sparrow Units" were active in the mid-1980s, killing government officials, police personnel, military members, and anyone else they targeted for elimination. They were also supposedly part of an NPA operation called "Agaw Armas" (Filipino for "Stealing Weapons
Vanessa
"), where they raided government armories as well as stealing weapons from slain military and police personnel. A low level civil war with south Moslems, Al-Qaeda sympathizers and communist insurgents has lead to a general break down of law and order. The Philippines government has promised to curb the killings, but is itself implicated in many of the killings.
*Vanessa (Played by Logan Browning) An eighth grade girl in Cookie's math class who he tries to get a date with, and hides the fact he's in only in the seventh grade. Only seen in Season 2.

BitsyExtrajudicial JohnsonKillings Summit
*Bitsy Johnson (Played by Spencer Locke) Appeared in Season 1 as one of the popular girls, constantly getting Ned and company in trouble. She had somewhat of a Missy-like role, but did not appear at all after the first season.

The 22nd PUNO Supreme Court is set to hold a National Consultative Summit on extrajudicial killings on July 16 and 17, 2007 at the Manila Hotel. Invited representatives from the three branches of the government will participate (including the AFP, the PNP, CHR, media, academe, civil society and other stakeholders).
Jock Goldman
*Jock Goldman (Played by Ben Hogestyn) Moze's on-off boyfriend. Dated Moze at the start of Season 2 just to win back another girl, but did agree to go on a proper date with her at the climax of the season. However, broke up with Moze when seeing Moze and Ned kissing accidentally at the 'Around the World' dance in the season finale.

Puno will give the keynote speech and closing remarks. Puno searches for major solutions to solve forced disappearances.
Scoop
*Scoop (Played by Vincent Martella) The fast-talking, Yankee accented, school photographer.

During the first day of the summit, the speakers will present their respective papers comprising significant inputs from their respective sectors, while on the second day, the participants will break out into 12 groups (chaired by a Justice) and take part in a workshop. Local and international observers (the diplomatic corps and representatives from various international organizations) will be accredited.
Snake
*Snake (Played by Garett Yoshimura) Student seen almost exclusively in gym scenes. Easily distinguished by his wearing of an eyepatch. He is a reference to eyepatch wearing Snake Plissken, the main character in John Carpenter's films "Escape from New York" and it's sequel "Escape from L.A.", played by Kurt Russell.

Puno announced that "the summit highlight will be a plenary session where each of the 12 groups shall report to the body their recommended resolutions. The reports and proposals will be synthesized and then transmitted to the concerned government agencies for appropriate action".
Doug Secksay
*Doug Secksay (Played by Ben Savage) is the most popular kid in school. He is rarely actually seen due to the large group of groupies surrounding him, however in "Valentines Day", his groupies leave him. His body is seen from the back, but the camera never actually shows his face. His name is a play on "sexy". In the Season 1 episode "Elections," he spoke to Coconut Head with a stereotypical "surfer dude" accent, but when he had longer speaking roles in the Season 2 episode "Valentine's Day," he had a stereotypical Hispanic accent.

The earlier slated Malacañang-sponsored "Mindanao Peace and Security Summit (July 8-10, 2007 at Cagayan de Oro City), focussed on how to make the anti-terror law, or the Human Security Act (HSA) of 2007, more acceptable to the public.
Candace "Candy" Manderson
*Candy Manderson (Played by Vanessa Werkheiser) A cheerleader and one of Missy's best friends. Last seen in "Parties" laughing when Jennifer had to kiss Ned during Spin the Bottle.

On July 16, 2007, Justices, activists, militant leaders, police officials, politicians and prelates attended the Supreme Court's two-day summit at the Manila Hotel in Manila City to map out ways to put an end to the string of extrajudicial killings in the Philippines. Bayan was set to launch their "silent protest", but expressed support for the high court's initiative. Director Geary Barias, chief of the police's anti-killings Task Force Usig, Sen. Panfilo Lacson, Manila Mayor Alfredo Lim, Caloocan Bishop Deogracias Yñiguez, re-elected party-list Representatives Satur Ocampo (Bayan Muna) and Crispin Beltran (Anakpawis) attended. Supreme Court Chief Justice Reynato Puno said that the "National Consultative Summit on Extrajudicial Killings and Forced Disappearances: Searching for Solutions," would help stop the murders. Delegates were given 12 to 15 minutes each to share their insights and knowledge about the matter. Yniguez accused the government of failing to actively pursue investigations on the hundreds of killings and the Catholic Church was alarmed that victims have been denied their "fundamental right" to live.
Matthew Palmer Noid
*Matthew Palmer Noid (Played by Cameron Monaghan) Appeared in the episodes "Upperclassmen, "Failing" (dressed as a leprechaun to help Ned pass a test) and in the season three episode "Art Class". Palmer is a mischievous hyper red-headed 6th grader only calmed by classical music. In his first appearance, he stole pants from various people (including Sweeney), and yet Ned would always get in trouble instead of him. In "Art Class", he works for Cookie to make clay bowls as gifts for Cookie's family. His catchprase is, when he finds something stupid, he says "Cheesin' (what ever he finds stupid)"

Based on Yniguez-church's count, the number of victims of extrajudicial killings has reached 778, while survivors of "political assassinations," was pegged at 370. He also noted 203 "massacre" victims, 186 people who involuntarily disappeared, 502 tortured, and others who were illegally arrested. Yniguez similarly criticized the government's alleged insistence on implementing its Oplan Bantay Laya I and II (the military's counter-insurgency operation plans which militants have said consider legal people's organizations as targets).
Tyke
*Tyke (Played by Cameron Scher) Appeared in Season 3 episodes. Short with blonde hair, he is often seen frequenting the hallways. He was also at the bus stop when Cookie wanted to leave the bus stop to be early for school. He said that his mom would drive everyone to school.

Marvin
*Marvin (Played by Marvin Giovanni) Lanky brown-haired student at Polk. Originally a devotee of the "New hot Lisa Zemo," he donned glasses as a (literally) card-carrying member of G.E.E.K.

Human rights lawyer Atty. Edre Olalia of the International Association of People’s Lawyers (IAPL) will serve as lead counsel. Bayan chair Carol Araullo said the respondents will include members of the Anti-Terrorism Council headed by Executive Secretary Eduardo Ermita and Raul Gonzalez. Earlier, [CBCP president Angel Lagdameo] pointed out at least 5 provisions of the law that may threaten civil liberties: Sec. 19 allows detentions of mere suspects for more than three days in the event of an actual or terrorist attack, while Section 26 allows house arrest despite the posting of bail, and prohibits the right to travel and to communicate with others; Sec. 39 allows seizure of assets while Sec. 7 allows surveillance and wiretapping of suspects; Sec. 26 allows the investigation of bank deposits and other assets.

In "Revenge", Spencer called Backpack Boy ugly, and took Claire from him, because of this, Backpack Boy was jealous.

In England ad hoc racist and criminal gangs are also believed to behind most of the recent racist and Black-on-Black urban killings. The British state has apparently paid little attention to either the problems of gangland or racist killings in the UK.

The subject of extrajudicial punishment was examined in the stage play and subsequent film A Few Good Men . In this film, two marines are put on trial for the death of another marine due to their administering of a Code Red (a military colloquial speech term for extrajudicial punishment) on him. The film sees the U.S. Marines acquitted of the crime, as it is shown that they were acting under orders from their superiors, and therefore could not be held responsible for the consequences.
May, June, and Julie
*May, June, and Julie, are girls that appeared in "Dares" who Moze thinks are robots.
The reason Moze mistook them for robots is May's prosthetic arm, June's twitch, and Julie's interest in electronics.
They are plays on the summer seasons: May, June, and Julie (July)

====Lance Widget==See also ==
* Assassination
*Lance Widget (Played by Adam Cagley) is a conceited smarter student who says "moron" a lot. Appeared in "Tutors", "Revenge" and "Getting Organized". A quote of his from "Tutors": "I knew this stuff in kindergarten while you were pickin' your nose and eatin' it!" Ned was looking for a tutor in science, but couldn't stand how Lance flew off the handle when Ned said he didn't understand something (although he should have understood that was the reason why Ned was there). According to him, his last name is pronounced "wi-JAY". This might mean he is French-American, or it could be that he doesn't like the way his name is supposed to be pronounced and snaps at anyone who correctly says "widget." Speaks with a New York accent. If you look closely in popularity his name is seen on the top ten list. Lately has becone a member of Lisa Zemo's "posse."His favorite saying is "Out of my way moron!!'
