Exactly how should Taiwan be classified? It is diplomaticaly recognized by a few countries. It hasn't formally declared independence. Mainland China declares it a territory in rebellion. Taiwan has been effectively independent of Mainland China but has yet to declare itself independent.

Especially when considering that two of Quebec's last three separatist premiers were separatists because they saw the economic and administrative necessity for sovereignty.
