La prima associazione di rappresentanza delle municipalizzate nasce negli anni Dieci (Federazione aziende municipalizzate d’Italia, Fami), costretta presto a contenere e circoscrivere l’avversione ideologica del fascismo alla municipalizzazione (“Adagio con le municipalizzazioni”, sentenziò Benito Mussolini<ref>Bigatti, Giuntini, Mantegazza, Rotondi. 1997. ''L’acqua e il gas in Italia. La storia dei servizi a rete, delle aziende pubbliche e della Federgasacqua'. 'Milano. Nel secondo dopoguerra, anche per il crescente numero di imprese avviate dai Comuni, le associazioni di rappresentanza delle municipalizzate italiane si distinguono in base ai servizi forniti. Nascono così la Federazione delle aziende municipalizzate gas, acqua e varie (Fnamgav) e la Federazione aziende elettriche municipalizzate (Faem<ref>Piero Bolchini. 1999. ''Storia delle Aziende Elettriche Municipali''. Bari. Laterza, pag. 157-159</ref>), avviando così una stabile ed ininterrotta attività di rappresentanza delle Imprese, dei Comuni e dei Consorzi esercenti servizi di pubblica utilità. Nel 1973, dalla separazione delle municipalizzate del settore ambientale dalla Fnamgav, nasce la Federazione italiana servizi pubblici di igiene urbana (Fispiu), che nove anni dopo assume la denominazione di Federambiente.
