In fact, for someone used to editing Scottish, English and Irish articles, I have to say that the Spanish category system (including stubs) is pretty dire. :Yes, quite, but as I wrote, "I don't see a problem with the creation of these, but the naming and scope needs to be thought about". As I said, I think they should be scoped only to the current autonomous community, the naming of the templates should be ''BasqueCountry-'' and of the main category, ''Basque Country stubs''. If there are gaps in the structure and there are enough articles to support templates/categories, it's not really an issue to create them, but the proposals system is there to iron out any problems before implementation.
