Scott is the teenage cousin of [[Toadfish Rebecchi|Toadfish]], brother of [[Dylan Timmins|Dylan]], [[Janae Timmins|Janae]] and [[Bree Timmins|Bree]] and 'favourite' son of [[Janelle Timmins]] and [[Kim Timmins]]. He was given his fish nickname normally associated with the Rebecchi side of the family by Toadie, after he complained to his cousin that he thought the Rebecchis didn't respect the Timmins'. He has been diagnosed with [[ADHD]], although this was never fully confirmed. [[Susan Kinski]] attempted to help him overcome this by changing his diet. He used to go out with a girl named Sharon 'Shazza' Cox, to whom he lost his virginity, but soon broke up with her. Former boyfriend of [[Serena Bishop|Serena]], whom he broke up with after [[Boyd Hoyland|Boyd]] and [[Sky Mangel|Sky]] broke up, because he had found about Serena and Boyd's fling. Scott recently went to court charged with armed robbery as an accomplice of his brother Dylan. Dylan committed the armed robbery because at the time Scott and Dylan were being held in a car against their will by one of Dylan's old friends, who he helped get arrested. Now out of jail, 'Roo' wanted Dylan to pay for what he had done by being arrested himself. Roo threatened to kill Stingray [[Duress in English law|should he not comply]].

He has now been proven innocent and set free, and has since found an interest in [[Rachel Kinski]], the two being found in his room late at night after Rachel ran away for the second time due to a disagreement with her sister [[Katya Kinski|Katya]], Katya forbidding Rachel seeing Stingray stating "That's illegal" even though the two know nothing happened. Stingray has started film school at Eden Hills Uni (Erinsborough campus), after being fast-tracked onto the course by a high-powered lecturer that saw one of his films. He is also working at Scarlet Bar, where he persists in drinking beer despite hating it, in order to fit in with his friends. He recently shared a passionate kiss with Sky, who he spends the night with. Sky is now pregnant, it is presumed with Stingray's child. It is later assumed that it is Dylan's child.
Toadfish Rebecchi is watching a televised football game when he sees his cousin Scott streaking on the pitch. Scott is arrested and Stuart Parker is called upon to guard him. Toadie invites Scott to come live with him. Scott becomes infatuated with [[Serena Bishop]] (Lara Sacher), who tells him that they can only be friends. [[Karl Kennedy]] ([[Alan Fletcher (actor)|Alan Fletcher]]) believes Scott is displaying symptoms of [[attention deficit hyperactivity disorder]] and refers him for tests. Karl's wife, [[Susan Kennedy|Susan]] ([[Jackie Woodburne]]) begins tutoring him. During his court case, it emerges that Scott has been convicted twice before and is on his final chance. Toadie agrees to be his legal guardian.
 
Scott continues to pursue Serena and she eventually agrees to a date. Scott arranges a picnic in the park, which goes well until Stuart and [[Jack Scully]] ([[Jay Bunyan]]) interrupt. Serena's sudden change in mood convinces Scott that she is embarrassed to be seen with him. During his first day at school his over-eagerness and clumsiness make it difficult for him to fit in. When Toadie disappears Scott takes it badly, unwilling to believe that his cousin has abandoned him. When Serena tries to stop him from leaving, he hits her while trying to push her away. Without his legal guardian, Scott is taken in by the Kennedys. Scott rekindles his relationship with Serena. Scott is delighted when Stuart and [[Sindi Watts]] ([[Marisa Warrington]]) find Toadie. Scott tells Toadie that his does not feel like he belongs in his family and Toadie agrees to give him a fish name, which is a Rebecchi family tradition. Scott then becomes known as Stingray. Stingray and Serena break up and he begins to spend more time with [[Boyd Hoyland]] ([[Kyal Marsh]]).
Following Rachel's 'boyfriend' coming on strong then saying they went to third base, Stingray confessed his love for her and the pair had started to date in secret when [[Janelle Timmins|Janelle]] walked in on them kissing. As a result, Janelle agreed not to tell anyone if they kept it from [[Lyn Scully|Lyn]] and only kissed.
 
Stingray's mother, [[Janelle Timmins|Janelle]] ([[Nell Feeney]]), arrives in [[Erinsborough]] and she informs Stingray that his father has run out on the family. Stingray leaves with his mother, but he finds a note from Serena and decides that he wants to go back. Janelle agrees and takes him back. Stingray tries to win back Serena, but he meets Sharon "Shazza" Cox ([[Emily Wheaton]]), who seems to be the perfect match for him. They come from the same home town and share similar interests. Shazza later dumps Stingray after announcing that she was using him to make her boyfriend jealous. Stingray then gets back together with Serena. Stingray's older brother, [[Dylan Timmins|Dylan]] ([[Damien Bodie]]) arrives. Janelle also returns and the family, along with Stingray's sisters [[Janae Timmins|Janae]] ([[Eliza Taylor-Cotter]]) and [[Bree Timmins|Bree]] ([[Sianoa Smit-McPhee]]), move in with [[Lyn Scully]] ([[Janet Andrewartha]]). Stingray breaks up with Serena when he finds out she kissed Boyd.
Stingray recently told girlfriend Rachel Kinski that she was acting very immature,
which led to him walking off. Stingray was led back into Rachel's arms again when he nearly missed the cops catching him while starting to drive again.
 
Stingray finds it hard to deal with Serena's death following a plane crash, but he begins to bond with [[Rachel Kinski]] ([[Caitlin Stasey]]). Rachel kisses him, but Stingray is forced to let her down, pointing out that she is only fourteen. Stingray's confusion over Rachel and a new job at Scarlet Bar, gradually makes him become dependent on alcohol. [[Sky Mangel]] ([[Stephanie McIntosh]]) breaks up with Dylan and she and Stingray sleep together. Stingray then tells Rachel that he loves her and they begin dating. Sky discovers that she is pregnant and Rachel breaks up with Stingray. He then starts drinking again. Sky realises that Stingray could be the father of her child. Stingray's grandmother, [[List of Neighbours characters (2006)#Loris Timmins|Loris]] ([[Kate Fitzpatrick]]) confronts him about his drinking and she takes him to an [[Alcoholics Anonymous]] meeting. However, as soon as she leaves, Stingray walks away from the meeting.
Stingray desperately missed Rachel when she told him they should take a break. Which resulted in Rachel walking in on Stingray kissing another girl. Rachel realised she missed Stingray too much so they reunited happily. In an attempt to get Stingray to stop drinking, Rachel pretended to be drunk on the Kinski's roof, Stingray arrived and climbed a ladder however it shook and fell, Stingray was left clutching the gutters, he fell but the accident had consequences, Stingray may not able to father children now. When Dylan learned that Stingray was the father of Sky's baby he invited Stingray for a night out in the city. Dylan took Stingray to a tower where he told him the truth and then denounced him as his brother. Janelle was disgusted by Stingray's actions and kicked him out of the house but Loris provided shelter with Lassiter's Hotel. When Stingray went to see Sky about the baby, Teresa meddled and said that Sky felt unsafe around him. When Sky returned Stingray angrily walked off. He started drinking again after that. In an attempt to help him Harold, Janelle, Janae, Bree and Rachel held an [[Intervention (counseling)|intervention]]. But this proved useless as Scott did not listen and was lashing out. In an attempt to escape the intervention Scott lied about sobering up, he took the car keys and drove to Erinsborough hospital to support Sky during labour but was kicked out by security. After his supposed daughter was born a fire was set at the hospital, Scott tried to sneak in but was seen by Janae.
 
Sky is taken to the hospital and Stingray tries to visit. Sky's roommate, [[List of Neighbours characters (2006)#Teresa Cammeniti|Teresa Cammeniti]] ([[Hannah Greenwood]]) tells him that Sky does not want him to be there. Stingray leaves and starts drinking. He is found by [[Harold Bishop]] ([[Ian Smith (actor)|Ian Smith]]) and brought home to Janelle, Janae, Bree and Rachel. He escapes from them and heads to the hospital. Stingray takes Sky's daughter, [[List of Neighbours characters (2006)#Kerry Mangel|Kerry]]. He passes out and is found by Rachel and Bree, but there is no sign of Kerry. A couple of days later, Kerry is left on the doorstep of Number 24, hours after Stingray is released from police custody. Dylan had found Stingray and he took Kerry, but [[Elle Robinson]] ([[Pippa Black]]) returns the baby to Sky. It is later revealed that Dylan is Kerry's father.
After Sky gave birth to the baby, named Kerry Mangel, the baby went missing. It was assumed that Teresa took the baby, but she told the police that she didn't know where the baby was. After security footage of Scott loitering outside the neo-natal ward and Sky's room was looked at, police questioned Scott. They thought that he may have taken the baby because he thought she belonged to her, but they admitted that the footage was obscured because of smoke. Scott also admitted that he didn't remember what had happened as he was drunk, but he asserted that he wouldn't take Kerry. Police went to where Stingray had passed out the night previously, and asked if Kerry was with him at the time. After [[Allan Steiger|Senior Sergeant Steiger]] told Stingray to check his pockets, a hospital identification bracelet fell out, and written on it was "Baby Mangel". At the end of [[November 1]] [[2006]]'s episode, viewers were shown the baby to be in a blue bag, and a hand was reaching out to it. After Karl revealed that there was a slight chance that Dylan could be Kerry's father Sky decided to have a paternity test. When the results revealed that Dylan was the dad Stingray was tempted to start drinking again but resisted temptation. Shortly after his grandmother left Erinsborough the Timmins family [[Inheritance|inherited]] her [[Share (finance)|shares]] of Lassiter's Hotel, they are now equal partners with the Robinsons.
