Goff al college giocò a football coi [[California Golden Bears football|California Golden Bears]] dal 2013 al 2015. Fu nominato titolare già nella sua prima stagione e anche se la squadra vinse solamente una gara su dodici, Goff stabilì i nuovi primati stagionali dell'istituto per yard passate, passaggi completati e tentati. L'anno seguente stabilì il record dei Golden Bears con 527 yard passate nella gara contro la [[Washington State University]].
