What's more is that the article using that image - [[List of U.S. state license plates]] - contains nothing but blatant copyvios. Just about all of those images are merely cropped versions of license plates found at [http://c2.com/ward/plates/table.cgi?width=300,columns=3]. Even if they weren't copyvios, they would be derivative works of copyrighted license plate designs and thus not acceptable for free use.
