** I'm not proposing creating a hard limit of the universe. It would still be possible to enter items that violate constraints by entering the items ID. In most cases it would just require a conscious choice to violate the constraint. A user would have to specifically search for the item and enter the ID.

Approx. 10% of them enjoy the new platform, and they do in the end a terrific job. I would suggest a real discussion about wikidata and "wikidata-newbies", some sort of survey during the following year, and than based on the feedback decide if the most urgent request is a new type of interface or some other type of approach (targeting potentially motivated new editors I'm sure it's possible too). Just to be clear: I am not again this proposal, on the contrary, but I would really like to see some accurate planning here.
