理事会理事は、チャプター委員会への委任範囲を拡大し、国別協会、テーマ別組織、利用者グループも委任範囲に含めることとする。また、憲章や年間の必要作業、業務拡大後の初年度における計画等の制定についての監督も行う。作業対象には以下も含む。
 
* 提携団体のモデルを認識すること。
* 認定されるまで、（準備中の）提携団体へ指導を行うこと。
 
2012年7月の会合において承認するために、憲章と計画の草案を、6月15日までに理事会に提出することを求める。
