My IP got blocked per the web-host policy, but I use a private VPN and it is the only way to contribute in an oppressive state. Therefore I request my local account to be created, and be granted IP block exemption on the aforementioned two project. thanks. I did not find any page where I can talk about specific rules of the AbuseFilter or the AbuseFilter in general. For example I'd like to talk about a syntax error before fixing it. Of course I could use the user talk page of the creator of the rule, but i'd prefer a central place to go where people can transparently see discussions about the AbuseFilter.

But I keep running into a filter called Global "ntsamr"-pattern spambot filter. How do I get past that to create my page?
