Membership is open to private aircraft owners and pilots, as well as to those who wish to receive training as spotters and(air observers), navigators, and ground team members. Members CASARA members receive training in fields such as aviation safety, meteorology, survival awareness and [[electronic search]] techniques and procedures.

CASARA is a civilian organization andwhich isreceives notfunding directly affiliated withfrom the [[DepartmentCanadian ofArmed TransportForces. (Canada)|Department of Transport]], norCASARA withassists the [[Canadian Forces AirRoyal Command|Canadian Air Force]], althoughin bothcarrying organizations sometimes call uponout its membersaeronautical for assistance, particularly in [[search and rescue]] operations,mandate inby whichproviding casetrained members are compensatedspotters for theirmilitary fuelaircraft; andby otherproviding expenditures.its own Assearch such,aircraft CASARAand shouldcrews; notand beby directlyproviding comparedground withteams thethat [[Civil Air Patrol]]specialize in thelocating [[Unitedemergency States]], which operates as a civlian extension to the [[United States Air Force]]beacons.

CASARA applies its federal funding to offset training costs, and is also compensated for expenses incurred during actual search and rescue operations. Many CASARA organizations also have arrangements with provincial and territorial search and rescue authorities to provide air resources in support of ground and inland water search operations.
