Bin Laden was on the cover despite never flying a plane into anything nor using any drone like type of weapon. This booklet was printed two months before 911. One of the drills involved a hijacked plane being flown into congress. Despite these exercises the Bush Administration said they have never know knowledge of a plane being used as a weapon.
