As I said, I think they should be scoped only to the current autonomous community, the naming of the templates should be ''BasqueCountry-'' and of the main category, ''Basque Country stubs''. If there are gaps in the structure and there are enough articles to support templates/categories, it's not really an issue to create them, but the proposals system is there to iron out any problems before implementation.
