As far as the others, see also is only necessary if there are relevant links that haven't been included in the article body, and external links only if there are external links that provide added value. In terms of section order at the bottom, I don't know that there's a clear preference; I always put the footnotes last since I figure people will be coming to them by clicking on a note rather than scrolling all the way down to them.
