:: I agree this is a disappointing article. Nothing about its origins, or its history. Or even comparing it to similar programs in other countries, such as [[sizar]]. FWIW, I remember back in the 1970s, when it seemed to be a new program, students had the option of accepting the funds as Work-Study grants, or as loans. (I'll admit that it was how I put myself thru college without incurring any debt back then. Something few college students can accomplish nowadays.)
